At the heart of our mission to provide excellence in education across Chester County is a team of dedicated individuals who go above and beyond every day. The CCIU Outstanding Service Award (OSA) is our way of recognizing and celebrating these outstanding team members who embody our commitment to excellence.
Established in 1983 by the CCIU Board of Directors, the OSA recognizes excellence, caring and outstanding performance. This achievement is presented by the Board each school year in recognition of the exceptional contributions of CCIU staff, members of affiliated organizations, community volunteers and supporters.
More than just a token of appreciation, the OSA is a symbol of the value we place on the hard work and dedication of our team. It acknowledges those who consistently strive to provide extraordinary customer service on behalf of the CCIU, going above and beyond to meet the needs of our students, clients and community.
As we continue our journey towards excellence, let us strive to consistently recognize and appreciate the exceptional efforts of our team members! Congratulations to all recipients of the Outstanding Service Award, and thank you for your unwavering commitment to the mission and values of the CCIU.

Supervisors of the Quarter
Dr. Don Mangan
It is a pleasure to honor and celebrate Dr. Don Mangan, principal of the Chester County Intermediate Unit (CCIU) Learning Center, as Supervisor of the Quarter! Since taking the helm of the Learning Center in October 2021, Don quickly worked to develop a multi-year action plan with the assistant principals, supervisor of curriculum, faculty, staff and students. One of his of major initiatives was to utilize evidence-based interventions to increase student reading and math levels. His meticulous attention to detail in establishing a schoolwide focus on reviewing academic data has fostered a culture where teachers are empowered to "own their data." Since implementing the evidence-based reading intervention, the students have elevated their reading levels by more than two school years!
Another strong highlight ofDr. Mangan is his forward-thinking approach to school leadership. He introduced the Yondr cell phone pouches to allow our students to focus on learning and achieving while benefitting from a much-needed mental health break from cell phone use during the school day. The positive impact is evident throughout the Learning Center, fostering a more focused learning environment for our students.
Don is also commended for his openness to new ideas and commitment to continuous improvement. Collaborating with the Career, Technical & Customized Education (CTCE) division, he transitioned the Learning Center Career Academy programs into official CTCE programs, providing meaningful, post-secondary career opportunities. Learning Center students can now earn industry-recognized credentials in two programs, and Dr. Mangan is working with Dr. Fullerton, director of CTCE, on transitioning the remaining career academy programs.
Leading with integrity, Dr. Mangan upholds high standards for himself and his team in every decision and action. He is committed to continuous improvement and student achievement outcomes. He is always looking for his team to climb to the next rung on the ladder and students at the Learning Center benefit tremendously from his leadership! For all these reasons and more, we are celebrating Dr. Mangan as CCIU Supervisor of the Quarter!
