The Chester County Intermediate Unit’s Young Parents program provides support services to pregnant and parenting students. These services include instruction in prenatal care, labor and delivery, nutrition, growth, child development, consumer skills and life skills.
Students also receive case management services, parent education, vocational counseling, agency referrals, and access and transportation to subsidized childcare.
The Young Parents Program also operates the ELECT Fatherhood Initiative, a program specifically designed to meet the needs of teen fathers.
In addition, the CCIU operates childcare centers for children ages one month to four years old. Two centers are operated in Coatesville and can serve up to a total of 40 children. The program is designed for children of teen parents from Chester County school districts.

What Are Our Goals?
The Young Parents /Project ELECT program is designed to meet the needs of pregnant and parenting teens.
Our objectives include:
- To assist young parents to stay in school, or to return to school and graduate.
- To assist young parents to have and raise healthy children.

Who Is Eligible?
The program is open to any student or former student who meets the following requirements:
- Pregnant or parenting, or whose partner is pregnant or parenting
- Under the age of twenty-one
- Interested in staying in school or returning to school
- Resides in a participating school district

Where Do Students Receive Services?
Students remain in or enroll in an academic program of their choice within their school district. Program staff meets with students a minimum of once a week.

What Services are Provided?
Students are eligible to receive the following services:
- Instruction in prenatal care, postnatal care, labor and delivery, nutrition, growth and development of children, parenting, life skills, career education and case management.
- Information about community resources for health care, legal assistance and other services.
- Referrals to other agencies.
- Transportation to and from school, childcare and appointments in the community.
- Access to subsidized childcare.
- Use of educational materials and videos.

Which Districts Participate?
Currently, 11 school districts in Chester County participate in the CCIU Young Parents Program. They include:
- Avon Grove School District
- Coatesville Area School District
- Downingtown Area School District
- Great Valley School District
- Octorara Area School District
- Owen J. Roberts School District
- Oxford Area School District
- Phoenixville Area School District
- Tredyffrin/Easttown School District
- West Chester Area School District

The program is funded with grants from the Pennsylvania Department of Education, participating school districts tuition and donations from community groups and private citizens.
